Sean Mulkerne

Sean is a results-driven international development project manager and Monitoring, Evaluation and Learning (MEL) expert with over 15 years of experience, including significant in-country experience delivering and advising multi-million-dollar projects for the Foreign, Commonwealth and Development Office (FCDO), United States Agency for International Development (USAID), Asian Development Bank (ADB), and other financing partners. He specializes in project design, learning and adaptive management, and has extensive experience leading governance programming, research assignments and capacity strengthening initiatives. Sean is a co-creator of the Actor-Based Change Framework for developing theories of change in complex settings. He has long-term experience in Vietnam, Rwanda and Nigeria, as well as short-term assignments across Africa and Asia. He is based in Thailand.
