Sean Mulkerne

Sean is a results-driven international development project manager and MEL expert with over 15 years of experience, including significant in-country experience delivering and advising multi-million-dollar FCDO and USAID projects. He specializes in project design, learning, and adaptive management, and has extensive experience leading governance programming, research assignments, and capacity strengthening initiatives. Sean is a co-creator of the Actor-Based Change Framework for developing theories of change in complex settings. He has long-term experience in Vietnam, Rwanda, and Nigeria, as well as short-term assignments across Africa and Asia. He is based in Chiang Mai, Thailand.
