Priscilla Torres
Priscilla Torres is the Lead Procurement Advisor at International Fund for Agricultural Development (IFAD) and provides strategic direction of the project procurement oversight function across IFAD’s five regional divisions. She is responsible for developing policies and systems that achieve transparency and efficiency in procurement activities undertaken by IFAD’s Borrowers and Recipients. This includes innovations like the new procurement system called end-to-end reporting system (OPEN) for IFAD, an easy-to-use and transparent system for Borrowers to tracks their procurement processes and integrates powerful data analytics for better project implementation.
Prior to joining IFAD, Priscilla served as the Legal and Contracts Management Officer for the multi-year Strategic Heritage Plan Project at UNOG. Prior to this assignment, she served as a Procurement Officer at CTBTO in Vienna, UNICEF in Copenhagen, the United Nations Peacekeeping Mission in the Democratic Republic of Congo and Uganda, and at the United Nations Headquarters in New York.
Priscilla holds a master’s degree in law from the Universidad Femenina del Sagrado Corazon in Lima, Peru.
