Zurab Elzarov
Mr. Elzarov serves as the Chief of Learning, Leadership and Management Development in the Organizational Development Section of the Office of Human Resources within the United Nations Department of Management Strategy, Policy and Compliance. He assumed this role at the United Nations (UN) Headquarters in New York in April 2021. In this capacity, he is responsible for leading the implementation of the UN Secretariat Learning Strategy for the period 2021–2025 and for developing innovative approaches to learning, training and skills development for staff members across the entire Secretariat.
Mr. Elzarov first joined the UN in 1996 and has served in a wide range of assignments in Georgia, the Russian Federation, Sudan, South Sudan, and at UN Headquarters.
Most recently, he acted as the Head of the Protection of Civilians Section and the Civil Affairs Section with the African Union–United Nations Hybrid Operation in Darfur. Prior to that, he served with the United Nations Mission in Sudan as the Recovery, Return and Reintegration Officer in both Sudan and South Sudan. Between 1996 and 2007, he held several positions in conflict and post conflict environments with various entities across the UN system, including the Office of the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Development Programme (UNDP).
