Introduction

Why country programming matters

For the United Nations (UN), delivering on its mandate means ensuring that development activities at the country level are strategic, coherent and aligned with national priorities, while contributing to meaningful and positive change in people’s lives and advancing the 2030 Agenda. As the crucial link between the UN system and national governments, UN Country Teams (UNCTs) play a pivotal role as catalysts of change and development. Yet, they face complex challenges, from securing funding and building partnerships beyond the UN, to meeting the expectations of host countries and navigating an evolving development landscape. 

To support UNCTs in this task, we have developed a learning offer that equips personnel with the frameworks, knowledge and skills required to guide UN development system’s contributions in the country and maximize synergies across the system. 

Empowering sustainable development at the country level 

Through our courses, participants gain the knowledge, skills and practical tools needed for cohesive, integrated, results-oriented UN country programming aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF). Our programmes also strengthen the leadership, negotiation and communication skills of UNCT personnel, enabling them to effectively plan, implement, monitor and evaluate UN activities that drive progress towards the Sustainable Development Goals (SDGs).

Regional Workshop Series on UNESCO’s Participation and Positioning within the UN System at the Country Level

Through training grounded in specific regional contexts, we support organizations in deepening their understanding of the United Nations development system (UNDS) and in identifying strategic entry points for positioning themselves within interagency spaces. 

We delivered a series of in-person workshops that supported UNESCO in strengthening the integration of its mandate into interagency country programming and resource mobilization efforts. The workshops deepened participants’ understanding of UNDS repositioning, clarified UNESCO’s value proposition within UN Country Teams, and built practical knowledge of funding mechanisms such as the UN Joint SDG Fund.

Fostering a Shift Towards Systems Thinking and Innovative Approaches in the Development of Cooperation Frameworks in the ECA Region

Through interactive, hands-on workshops, we equips UN personnel at country and regional levels to translate conceptual approaches into practical strategies for integrated, forward-looking country programming.  

In October 2024, we co-organized a workshop with DCO-ECA, UNEP, UNFPA, and UN Women, during which 50 participants from across Europe and Central Asia explored how systems thinking can inform the design of Cooperation Frameworks (CFs) that are strategic, high-quality and adaptive to emerging challenges. Tailored to the region, the workshop strengthened collective impact by fostering a shared understanding of integrated approaches that address the complexity and interconnectedness of development challenges.

UNOPS SDG Leadership Programme

Recognizing that both soft skills and substantive knowledge are essential to accelerating SDG action, we deliver blended programmes that cultivate country-level leadership capable of advancing UN reform and repositioning. 

Delivered as a high-impact online learning path, the UNOPS SDG Leadership Programme engaged over 400 personnel across country, regional and HQ levels through e-learning, webinars and interactive forums. It empowered participants to lead with purpose in complex development settings, strengthen partnerships with UN Country Teams and national and regional stakeholders, and support the repositioning of UNOPS within the UN system.

Building Future-ready Skills in Strategic Planning and Results-Based Management (RBM)

Member States are calling for UN support that is more results-oriented, integrated and aligned with national priorities – making Results-Based Management (RBM) a critical tool for critical tool country-level impact. 

We equip UN Country Teams to meet these expectations through hands-on, context-driven learning that strengthen the practical use of RBM in country programming and tailored to the national development context. For example, we developed a hybrid programme for the UN in the Kingdom of Saudi Arabia combining focused modules, live webinars, and a face-to-face workshop to foster a shared results culture and reinforce the UN’s collective contribution to the SDGs and the 2030 Agenda.

UNHCR e-Learning Module on Forced Displacement

Co-designed with UNHCR, this e-learning module equips UN personnel with the knowledge and tools to integrate forcibly displaced populations, including refugees, internally displaced persons (IDPs) and returnees, into national development plans and UN Sustainable Development Cooperation Frameworks (UNSDCFs). Participants strengthen their understanding of forced displacement as a development challenge and learn practical solutions for interagency planning and implementation. The module demonstrates how UNSSC supports UN personnel in embedding cross-cutting themes such as displacement into country programming, contributing to inclusive development for meaningful, positive change in people's lives.
