The YPS Primer on In-country Implementation dives into how to realize the Youth Peace and Security Agenda (YPS) in-country. It explores different pathways to planning, implementation, and follow-up of YPS processes and outcomes at national levels, as well as presents prerequisite skills and enabling factors to make it happen.

Introduction

Through the adoption of the UN Security Council Resolution 2250 on Youth, Peace and Security and its subsequent resolutions 2419 and 2535, Member States and United Nations (UN) entities have been called upon to translate the YPS agenda from aspiration to concrete policies and collaborative action. In particular, Member States have been urged to integrate youth into decision-making processes for the prevention and resolution of conflict. 

The YPS Primer on In-country Implementation is an open online resource available to all practitioners, including UN, government, civil society and academia. This primer has been developed by UNSSC in partnership with the Folke Bernadotte Academy and builds on the “Implementing the Youth, Peace and Security Agenda at Country-level A Guide for Public Officials” (2022) developed by the Global Coalition on Youth, Peace and Security. 

This primer paves clear and coordinated paths for YPS country-level implementation through participatory processes with young people, calling to attention the importance of providing adequate institutional capacities and financial resources to ensure that young people are viewed as equal and essential partners for peace and development.

Objectives

By the end of the YPS Primer on In-country Implementation, participants will be able to:

  • Recall meaningful youth participation and context analysis conducted through a youth lens as points of departure for YPS implementation,
  • Reflect on existing political commitments, laws, and policies related to the implementation of the YPS agenda in a familiar context,
  • Assess institutional capacities to find fruitful pathways for country level YPS implementation,
  • Sketch a stakeholder mapping to guide country level coordination on YPS and,
  • Create an action plan for realizing the YPS agenda in their capacity and context.
Course methodology

The YPS Primer on In-country Implementation is a self-paced learning tool hosted on the UNSSC E-Lounge platform and it takes approximately 5 hours to complete.

After registering, you will be granted immediate access to the learning platform and all learning materials.

Course contents

This primer features five learning sessions set out to provide practitioners with the necessary skills and knowledge to support the in-country implementation of the Youth, Peace and Security Agenda.

The five learning modules covers:

  • An Introduction to the Youth, Peace and Security Agenda
  • Implementing the YPS agenda at country level - Our crash course
  • Getting started - Analysing, assessing and mapping
  • Getting to work - Four YPS pathways to implementation
  • Making it happen: Capacity, Coordination and Resources

In addition to the learning modules, you will have access to the template “Your Personal YPS Action Plan” as part of your learning journey. The Personal YPS Action Plan template is designed to capture your learning and reflections throughout the course and help you shape your own take on where to start, and how to start.

This primer is an open online resource available to all practitioners, in particular to public officials, young leaders and international actors working on YPS in-country implementation.

Thanks to the generous support of the Folke Bernadotte Academy, this primer is offered free of charge and it will be soon available in French, Spanish, Portuguese and Arabic.
