This course aims to support developing countries in the LAC, Caucasus & Middle East regions to boost national capacity to develop effective national transparency systems, and implement the Enhanced Transparency Framework (ETF) under the Paris Agreement.

In particular, this course will help countries to assess and develop mitigation policies, in a way that will advance domestic and international climate objectives. Moreover, it will help national stakeholders develop an effective and responsive evidence base to realize national sustainable development priorities and contribute to attaining the Sustainable Development Goals.

Introduction

The Initiative for Climate Action Transparency (ICAT), United Nations Framework Convention on Climate Change (UNFCCC), the CBIT-GSP developed by the United Nations Environment Programme (UNEP) and implemented by the UNEP Climate Centre in Copenhagen, and the United Nations System Staff College (UNSSC), have collaborated to develop this course that aims to support developing countries to boost national capacity to implement the Enhanced Transparency Framework (ETF) under the Paris Agreement. In particular, this course will help countries to advance their ability to implement the ETF in a way that advances international and domestic climate policy objectives and enables the realization of national priorities and Sustainable Development Goals.

Objectives

The course aims to equip the participants with:  

  1. Insights into the role of ministries and governments pertinent to the objectives and requirements of the Paris Agreement and its ETF, and how to implement the ETF in a way that advances both domestic and international objectives; 
  2. An enhanced perspective of the data needs and methods for assessing and reporting on mitigation actions, to enable the development of effective climate policies and track your progress on your NDCs;
  3. Guidance on where to access good practice guidance, knowledge resources, methodologies, guidelines and tools related to climate transparency; 
  4. Background to facilitate the preparation of national institutional arrangements and the mobilization of resources and support for the implementation of the ETF. 
Course methodology

This course will combine self-paced elements such as e-Learning modules, technical exercises and quizzes with synchronous weekly virtual interactive sessions with subject matter experts and peers. A facilitator will guide and assist participants throughout the course, providing real-time feedback on activities and exercises. 

This course will last for 5 weeks and consist of 5 core modules. For participants who are engaged in technical roles related to data collection and reporting national climate actions, 2 additional technical modules will be offered in the 2 weeks following the conclusion of the core modules.
