Dr. Timothy R. Brock
Dr. Timothy R. Brock is the Director of Consulting Services for ROI Institute, Inc., the leading source of ROI competency building, implementation support, networking, and research. He is also the CEO of The Institute 4 Performance Improvement where the he helps organizations integrate the ROI Methodology with the human and institutional performance improvement and workforce performance analytics technology capabilities. He helps organizations implement the ROI Methodology in over 60 countries.
Dr. Brock has over 30 years of learning, performance improvement, and results-based evaluation experience with military, government, education, healthcare, and corporate organizations around the globe.
As a Certified ROI Professional (CRP), Dr. Brock provides consulting services and training to organizations creating internal workforce capabilities to apply a needs-driven, results-based measurement accountability process using the ROI Methodology and its Chain of Impact logic process.
As a Certified Performance Technologist (CPT), Dr. Brock has established himself as a Human and Institutional Capacity Development (HICD) methodology expert that is used for USAID initiatives. He served as the lead in-country training solution architect for a new 911 National Training Center (NTC) for the Kingdom of Saudi Arabia and designed an education and training solution using results-based management, monitoring, and measurement principles that included development of initial and follow-up training for emergency call operating center leadership, staff, and first responders.
During his Air Force career, Dr. Brock was responsible for assessing, measuring, and evaluating the effectiveness of the missile launch officer initial qualification training programs for all five of the USAF’s Inter-Continental Ballistic Missile (ICBM) weapon systems. He was also a key team leader for the Air Force’s reserve officer commissioning program curriculum redesign that is used at 148 colleges and universities across the country to prepare officer candidates for 21st Century leadership responsibilities.
During his career with Lockheed Martin, Dr. Brock was the manager of their Science of Learning and Performance Improvement thought leadership and evaluation team applying evidence-based inputs-to-impact results chain solutions. Dr. Brock invented a patent-pending nurse professional development program designed to rapidly close the critical thinking and adaptability gap of novice nurses needed to ensure patient safety and quality of care. His program generated interest from healthcare agencies in the United States, Iraq, Japan, South Africa, Singapore, the Philippines, Australia, and the United Kingdom. Dr. Brock also worked with the Project HOPE Country Director-Iraq to integrate an immersive learning solution at an in-country hospital designed to accelerate the expertise development of nurses and other healthcare professionals. Dr. Brock was the lead human performance systems architect to convert NASA training from a skills-based to a competency-based model for NASA’s next generation of extended, deep space exploration missions to the moon and Mars that included the initial training, evaluation, and sustainment program for all managers, mission equipment maintainers, ground and mission controllers, and astronauts. Dr. Brock holds a PhD in Education with a specialization in Training and Performance Improvement through Capella University. Dr. Brock’s publications include “Training NASA Astronauts for Deep Space Exploration Mission: A Research Study to Develop and Validate a Competency-Based Training Framework” (2007) and Simulations Operations, Curriculum Integration, and Performance Improvement in the book “Healthcare Simulation: A Guide for Operations Specialists” (2016). He also facilitates the online and classroom versions of ATD’s Evaluating Learning Impact, Measuring Return on Investment, Essentials of Statistics for Learning Professionals, and Essentials of Survey Design certificate courses. In addition to serving on the faculty of the UN System Staff College at Turin, Italy, Dr. Brock is a faculty member at Franklin University at Columbus, Ohio and Webster University at Orlando, Florida. He is also a visiting professor at Villanova University at Nashville, Tennessee and Capella University at Minneapolis, Minnesota.
