Introduction

The scope of the 2030 Agenda for Sustainable Development — 17 SDGs, 169 targets and 232 indicators—presents a challenge for any government in monitoring, evaluation and reporting.

Progress has been made. Four years after the adoption of the 2030 Agenda, many countries have put in place the building blocks for its implementation, for instance by integrating the SDGs into policy frameworks. Institutional and governance mechanisms have been established to oversee and evaluate progress. Partnerships across sectors are forming, while systems for monitoring and evaluation are being put in place. 

Yet to date much attention has rightly focused on the technical matters involved in selecting and developing the best SDG indicators, as well as on the kind of national statistical capacity and data systems needed to gather and report on them.  However, simply monitoring by means of indicators is insufficient — evaluation is needed to analyse and probe the results achieved, both positive and negative. The 2030 Agenda includes evaluation as an important contributor to dynamic and meaningful follow-up and review.

To be maximally useful to policymakers and citizens, review processes need to incorporate rigorous, country-led evaluations that examine policy and programme implementation and effectiveness, and build well-reasoned and supported cases of progress. 

This course provides an overview of key concepts, processes, trends and tools relevant to the country-led monitoring, evaluation and review of the implementation of the 2030 Agenda. It also helps UN staff explore how the UN system can provide better support to the SDG review process.  

It examines how the United Nations Sustainable Development Cooperation Framework monitoring and evaluation could further strengthen the oversight, transparency, accountability and collective learning arrangements of the UN development system to enable continual enhancement of its contributions to the achievement of the 2030 Agenda.

Tailored to address the requirements of the 2030 Agenda, the course takes into account the global indicator framework, which will guide the national, regional and global monitoring, evaluation and review of its goals and targets.

Upon successful completion of this course, participants will: 

  • Demonstrate a sound understanding of the 2030 Agenda review and follow up processes, SDG indicators, monitoring and evaluation;
  • Be able to define the UN role in supporting nationally led review process and identify methods, tools and best practices to provide this support;
  • Demonstrate a sound understanding of monitoring and evaluation in the UN Sustainable Development Cooperation Framework (UNSDCF); 
  • Gain a solid collection of experiences, lessons learned and good practices emanating from the UN system and international cooperation.

The course will adopt a blended format of instructional sessions, experience sharing and peer-to-peer learning. Participants will work on real-world examples and exercises to strengthen learning retention and application.

Day 1: Review and follow-up in the context of 2030 Agenda. Voluntary National Reviews and the High-Level Political Forum

Day 2: Monitoring progress towards the SDGs. Country-led Evaluations

Day 3: Monitoring and Evaluation for the UN Sustainable Development Cooperation Framework

Day 4: Engaging national partners in monitoring, evaluation and review

UN programme staff, involved in programme management, supporting and contributing to monitoring and evaluation. UN strategic planners, chairs/members of results and monitoring and evaluation groups and staff from UN Resident Coordinator Offices.

The course fee of $2,500 covers the following:

  • Four days of training with a balance of presentations, group work on case studies and individual skills reflection exercises;

Participants are expected to cover all travel costs related to their attendance in the course.
