See Sally's note on Country Tailored UNDAF Processes...
From: Sally Fegan-Wyles [sally.fegan-wyles@undp.org] Sent: Tuesday, May 10, 2005 4:07 PM To: RR NET Subject: [rr-net] Country Tailored UNDAF processes
Dear Colleagues,
We are seeing some very interesting initiatives being taken at country level to ensure that the CCA and UNDAF process are: 1. Aligned to the national processes. 2. Produce a strategic set of results that can provide the framework for detailed UN program preparation over the coming years. 3. Are as light as possible in terms of staff time on effort, both UN and government.
Some of you have asked if it is alright to adapt the process in the UNDG guidelines to better fit your national situation, and reduce the process burden. PLEASE DO THIS. PLEASE, EVERYONE!!!
We know that you and your UNCT colleagues are a group of very smart people, and we really do expect that you will work with your, and coordination support staff, to come up with a process that works for you, and that is as light as possible.
Guidelines are not rules or regulations. They are there to guide, but if you have a better way of doing it, especially a "lighter" way, please do feel empowered, as long as you achieve the desired result.
We see a wide range of country experiences, with some very heavy processes, taking the UNDAF planning through to the final output, and trying to anticipate everything that everyone might want to do in the next five years.
This is not a strategic framework. What we want is an UNDAF that reflects the strategic niche of the UN in each country, showing the UN response to national MDG-driven priorities. It does not have to include everything that every agency does. We do expect it to include most of what we do, but not everything.
And it can include important results that only one agency supports, if it is a very significant results in terms of inpaction or the national priorities.
The idea is that it provides the starting point, from which more detailed plans will be built over time, and closer to the time of implementation. Why do we see such differences in experiences from country to country? The most important factor seems to be the leadership role played by the RC in helping the UNCT come to agreement on the selected strategic result areas. The capacity of other key team members and the coordination support staff is also really important. If this "thinking together" does not start until very late in the year, the agencies/have already decided what they will support, (including UNDP) and the exercise becomes the "retrofit" or "shopping list" that we often see. We have heard of some of your experiences, good and bad. And we are going to revise the guidelines in the coming months for the 2006 process. Please do tell us if you have found a good way to get a strategic UNDAF with ‘light’ process, or if your efforts to develop a better process in your country are being held back in any way that we can help with.
Regards, Sally Fegan-Wyles

I think it is wonderful that some initiatives are taken at the least
in order to ensure a healthy environment in the country. After all, it was
really high time that they did something about it as well. Anyway, now I am
glad that their initiatives will now make sure that the national processes are being
aligned to the UNDAF as well as the CCA process which will otherwise be
detrimental to the nation!medical alarms

I have to say there is lot to it here than one might think because
people know very little about RBM and if you can get a closer look into it, you
will know what RBM voip phone systems really is and its best training materials available for
better learning the RBM. The swf file Obi gave is really interesting and the
song is also pretty good to listen despite the rib-tickling lyrics. Overall, I
enjoyed the song, to say the least!
