The Secretary-General’s aim of “making the United Nations of the 21st century increasingly the focus of preventive measures” requires the UN System and its partners to strengthen their capacity to address the challenges to collective security on one hand, and the threats to the safety of its staff on the other hand.
In order to achieve this two-fold objective, UNSSC’s Peace & Security Programme in cooperation with other UN and Non-UN partners designs and implements learning and training activities in the field of Conflict Prevention, Peacebuilding and UN Personnel’s Safety and Security. Through its “Conflict Prevention: Analysis for Action” (CPAA) project, the Peace and Security Programme together with the Department of Political Affairs, UNDP and the UN Interagency Framework Team for Preventive Action, supports the development of a conflict prevention strategy at the country level, while through the joint UNSSC/UNDSS “Safe and Secure Approaches in Field Environments” (SSAFE) curriculum, it help the United Nations Department of Safety and Security (UNDSS) enhance the security of all UN civilian personnel, including those serving in UN led peacekeeping operations. Given the evident relationship and inter-dependence between peace, security and sustainable development, as clearly stated in the 2004 report of the Secretary General’s High-level Panel on Threats, Challenges and Change entitled “A more secure world: our shared responsibility”, the Peace and Security Programme together with the German Zentrum für Internationale Friedenseinsätze (ZIF) is also strongly committed in facilitating the process of re-thinking and revising how to better link development efforts with modern peacekeeping and peacebuilding interventions, by providing UN and Non-UN actors involved in Peacekeeping, Peacebuilding, Humanitarian and Development activities with a Forum for dialogue and discussion. |
