Competency Definition: Identifies and understands relationships, constraints and pressures affecting
others, and especially refugees.
Key Indicators: Continually looks for opportunities to add new contacts to strengthen his/her
formal or informal network within UNHCR, with government authorities and with NGO, the wider UN community
and other relevant organisations; Makes consistent efforts to develop and utilise working relationships
to achieve work-related goals, assisting and supporting contacts in their objectives where possible.
SMS Alignment: Sensitive to different perspectives; Identifies and pursues opportunities
to improve performance through partnerships; approaches challenges and opportunities with a clear perception
of the
impact on others and aiming to create win-win situations.
