Competency Definition: Has a realistic vision of the future. Foresees and prepares for future obstacles and opportunities. Knows the objectives and direction of the Agency. Understands the importance of having integrated programme and subprogramme objectives which reflect the changing needs and expectations of Member States and initiates or influences change accordingly.

Key Indicators: Strategic Vision/Direction - Initiates programmes that are consistent with desirable direction, based on the longer term objectives of the Agency, in support of the programmes approved by Member States; Critical Thinking - Encourages innovation and positive change, and appreciates the potential of interdivisional, interdepartmental and interagency activities in achieving programme goals.
