Promoting a cohesive and
harmonized UN management culture

The UNSSC Learning and Training Services Unit (LTS) contributes to building evaluation capacity in the UN system through various learning and training initiatives.

LTS organizes EIA courses and EIA clinic exercises centred on the Return on Investment (ROI) methodology and its implementation, in collaboration with the ROI Institute (USA) - Dr. Jack Phillips, Chairman of the ROI Institute and developer of the ROI methodology process.

Over the past two years, the United Nations System Staff College (UNSSC) responded to the needs of the UN learning community by offering skill-building training courses aimed at harmonizing and strengthening the capacity of learning professionals in the evaluation of training, learning and staff development.

A critical role of evaluation in the UN system was also highlighted by the Secretary General’s High-level Panel on System-wide Coherence, which indicated that business practices for resource planning, human resources, common services and evaluation must achieve full compatibility as major drivers of coherence in the UN system. The report points out that there should be greater opportunities for “[…] common evaluation methodologies and benchmarking” (*).

As the UN system moves from training to learning, the associated shift from an activity-focused to results-based learning and development draws the spotlight on new and re-focused approaches to evaluation of training and learning.

Increasingly, learning professionals and managers are called upon to demonstrate the “value for-money” of training and learning, which can be achieved through systematic and robust evaluation to serve decision-making, accountability and learning.
